Overview

From who God is, the catechism turns to what God has purposed and does. Q7 defines God’s eternal decrees; Q8 introduces how He executes them — in the works of creation and providence, which the next questions unfold. These two questions set sovereign grace at the foundation of all God’s works in time.

Q7. What are the decrees of God? A. The decrees of God are his eternal purpose, according to the counsel of his will, whereby, for his own glory, he hath foreordained whatsoever comes to pass.

Q8. How doth God execute his decrees? A. God executeth his decrees in the works of creation and providence.

Exposition: Q7 is a compact masterpiece. God’s decree is eternal (not formed in time), purposeful (“according to the counsel of his will,” not arbitrary), for His own glory (the highest end), and comprehensive (“whatsoever comes to pass”). Q8 then bridges from eternity to history: the decree, once made, is carried out in creation (the bringing of all things into being) and providence (the governing of all things) — the subjects of Q9–11.

Pastoral & Practical Significance

Q7 anchors the believer’s life in the unshakeable purpose of God. Nothing that happens to you is outside His “eternal purpose”; nothing catches Him off guard or thwarts His plan. This is not cold fatalism but warm assurance: the God who foreordained “whatsoever comes to pass” is the same God who is “infinite… in goodness” (Q4) and who works all things for the good of those who love Him. Q8 reminds us that this grand decree is not abstract — it touches you in the daily works of creation and providence, in every sunrise and every circumstance. The God of the eternal decree is also the God of your present moment.
